The problem is that such rules wasn't written when contest went. 2. A lot of users was blacklisted by mistake and now going through reverification. 3. The NDC received what they needed: IAH wallets, so please pay people for their work. 4. If NDC do that, then NDC should count out the total IAH accounts to only whitelisted. It means around 1300 wallets on the score, not 3997. **Our opinion:** 1. NDC shouldn't count blacklisted/graylisted accounts, because it is different onboardings. So initial winners list must get rewards. 2.
